Coastal Protection Project in Cartagena in Jeopardy: Lack of Information and Funding Delays

The Civic Foundation for Cartagena (Funcicar), last week warned about the lack of information around phase II of the Coastal Protection macro-project. Read: Coastal Protection, ran out of money for economic compensation?

In his report, he detailed that since January 17 of this year, the interventions of Phase II were suspended because the contractor stated that in order to proceed to intervene on some beaches of Phase II -between Marbella and Crespo- it was necessary for them to be completed. the interventions of phase I, component 1, that is, beach 5 in Bocagrande.

“The non-opening of beach 5 in phase 1 of the project -between carreras 13 and 11 of Bocagrande- has paralyzed the works of beach 6 -in Marbella- that are part of Phase II,” said Monzón, works director of the Proplaya consortium.

Funcicar warned that this contract had a term of execution until April 2023, however in February it was suspended. From elsewhere, The universal was able to learn that there are around $40 billion left to finish the works of the first phase -between the Iribarren spur and the Santo Domingo curve-. “These monies have not been added. There are still resources to complete, but they are being managed by the National Disaster Risk Management Unit (Ungrd). For now there is no affectation in the work”, added Monzón.

Monzón regretted that the Management Committees have not been held for two months. The last one was when Javier Pava Sánchez was director of the Ungrd. To date, that direction has passed through three high government officials.

Recently, the Office of the Attorney General of the Nation (PGN) in a follow-up table held last Thursday in Cartagena, called on the National Disaster Risk Management Unit (Ungrd) to assign a manager to the project and allocate Sufficient resources to complete the project successfully.

However, the concern of beach actors 4 and 5, they are concerned because that money was going to be transferred to them by the time the interventions were carried out; however, many claim that they owe them several months and that the last payment was last year.

“May 24 marks one year since work began on beach 5. Currently there are colleagues who owe them between three and seven months of financial compensation. We are waiting for them to give us an answer,” said a tourist server.

“We also need the District or the Ungrd to obtain the resources to compensate the social variable -the compensations to the tourist servers-, because they have run out. With these two themes they let us work and we deliver a work of fine coquetry”, added Monzón.

It should be noted that the Phase II Protection Consortium is in charge of the works between Marbella and Crespo, while the Proplaya consortium executes the interventions in Bocagrande.
