CNDH disburses $119 million in insurance and travel

The National Commission for Human Rights (CNDH), led by Rosario Piedra Ibarra, spent this year 71,543,424 pesos on the purchase of life insurance and 47,728,764 pesos on airline tickets for domestic and international flights.

According to a review by THE UNIVERSAL the National Transparency Portal reports three contracts stipulated with the company Thona, SA de CV for the purchase of life insurance; one with a start date of January 1, 2022, another April 1, and another dated July 1 of this year. Each of these acquisitions is in the amount of 23 million 847 thousand 808 pesos.

To contract CNDH-CONT-007-2022 reports the acquisition of group life policies from the company Thona Seguros, SA de CV for more than 23 million pesos, which started providing the service on January 1, 2022 and will end until 12:00:00 on December 31, 2022.

“The contract will be paid with the resources of the fiscal year 2022, subject to the budget availability approved by this National Human Rights Commission, by the Chamber of Deputies for the fiscal year 2022”, reads the contract.

It is also indicated that “THE SUPPLIER undertakes to provide the service deriving from the stipulation of the collective life insurance policy, for COMMISSION personnel”.

In the section Description of the services, it is specified that life insurance “constitutes a benefit established in the Manual of salaries for civil servants of the National Commission of Human rights in force, for any person with an active budgetary position, plus an additional optional voluntary cover without age limit to be affected by the protection of this insurance”.

Furthermore, that “the insurance does not cover retired and/or retired personnel, nor personnel employed for consideration”.

“The designation of beneficiaries which is in the power of the national commission for insurance purposes will be accepted, also the compensation shall be made with the designation of beneficiaries from previous years while the national commission approves the application process,” he adds.

The coverage of the above contract is for death and will be indemnified with 40 times the integrated monthly salary.

He specifies that “suicide is covered from the first day of basic coverage. Attempted suicide is excluded for total disability, permanent total disability or disability coverage. Allowance for total and/or permanent disability: forty [40] times the integrated monthly salary. The contract awarded to the company Thona, SA de CV It also provides for compensation in the event of a disappearance.

“For the legal effects that may derive from it, in the event of death, the disappearance of persons is assimilated to the death of the person and consequently they will be entitled to payment of the insured sum if, after two years from the disappearance, this state persists pursuant to the same status and the legal procedure has been initiated for the declaration of disappearance in person and the presumption of death provided for by the applicable legislation”, reads the document.

In his message before the plenary session of the House of Senators, Rosario Piedra Ibarra He ensured that the National Human Rights Commission continues with the austerity policy, promoted by the President of the National Palace.

“Some say austerity is not necessarily associated with better outcomes. We not only strongly believe in it, but we practice it. And for this, we promote a profound reform of the regulations and the structure that has allowed us to redirect human and material resources so that we can fully respect our constitutional mission, assist victims and presumed victims with greater opportunities and reduce the times of answer,” he said.

Tickets, he specifies, are acquired to cover activities such as field work and surveillance, natural disasters, the transfer of command of public officials in the performance of duties and functions and participation in congresses and conferences.
