CNDH accredits torture by soldiers and GN elements against two minors

Mexico City. The National Human Rights Commission (CNDH) confirmed that military elements and the National Guard (GN) committed acts of torture against two minors, after entering a building where the victims were in San Luis Río Colorado, Sonora, Those who were beaten, stripped of their belongings and then handed over to the Attorney General’s Office (FGR) on July 3, 2023.

Given this, in a recommendation that he addressed to the Secretariats of National Defense and Security and Citizen Protection and to the GN, he asked them to fully repair the damage caused to the minors and collaborate in the follow-up of the investigation file initiated by the acts of torture. , as well as urging the people stationed in San Luis Río Colorado that all arrests and arrests that are carried out be carried out respecting human rights.

The CNDH stated that the evidence compiled in the complaint file demonstrated serious violations of the personal integrity and dignified treatment of minors due to acts of torture; as well as for the failure to guarantee the best interests of children. The attacks, he maintained, were carried out with the intention of obtaining information about illegal activities.

“The medical certificates and opinions of physical and psychological integrity based on the Istanbul protocol corroborated that the injuries suffered by the victims were contemporaneous and related to the reported events,” he stated.

In this sense, he stressed that the public servants responsible for the detention had to safeguard the integrity of the minors and provide them with the necessary medical care. However, this did not happen, despite the fact that the teenagers had multiple injuries resulting from their custody.

“The officials involved in this case not only failed to comply with their duty to protect, but were also responsible for acts of torture, which seriously contravenes their obligations and principles of action,” he said.
