- Alianza por el Clima demands that in order to carry out this update of the PNIEC, a broad and open debate is necessary, with a gender perspective, on what are the necessary objectives and in accordance with the science of reducing carbon emissions that should be included.

March 23, 2023. In view of the forthcoming revision of the National Energy and Climate Plan (PNIEC) that the Government of Spain must send to the European Commission, the organizations of Alianza por el Clima demand a real and quality participation of society to collectively negotiate the road map of public climate policies. A plural participation in which the citizenry must be addressed first and not prioritize the positions of the business sector. A participation that allows the inclusion of new initiatives, as well as an in-depth review of the emission reduction objective so that it is aligned with scientific recommendations and limit global warming to below 1.5ºC.
Alianza por el Clima recalls that all governments, including the Spanish one, are very far from complying with the recommendations of the scientific community. In the words of Simon Stiel, Executive Secretary of the United Nations Framework Convention on Climate Change, before the presentation of the latest 2022 global commitments synthesis report, stated that “we are still nowhere near the scale and pace of emissions reductions needed to put us on the path to a 1.5 degree Celsius world. To keep this goal alive, national governments must strengthen their climate action plans now and implement them over the next eight years.”
The latest IPCC report has once again pointed out that the window of opportunity to limit global warming to 1.5ºC is rapidly closing due to the inaction of governments; therefore, complying with the reduction paths consistent with this horizon of 1.5ºC is non-negotiable. To this end, and given the current climate and ecological crises, an upward revision of the PNIEC objectives is urgently needed, as established by the Climate Change and Energy Transition Law (Law 7/2021). The NECPs are a strategic planning document, established for Member States in the Regulation on the Energy Union and Climate Action, and one of the main tools to achieve those necessary reductions.
The acceptance of the scientific conclusions by the Spanish government should lead to the establishment of a higher emissions reduction target. Thus, as established in the Synthesis report on the 2019 emission reduction commitmentsa global reduction in emissions of 7.6% per year in this decade must be established, which in the Spanish State would imply a reduction of around -55% of the emissions registered in 1990 by the year 2030.
However, in the summer of 2022 the government launched an informal consultation to collect proposals for the review process, which in the opinion of the Alianza por el Clima organizations has been profoundly insufficient. The consultation reduced participation to the policies and measures already included in the current PNIEC, without questioning the sufficiency of the objectives or allowing new proposals. In this sense, the organizations gathered in Alianza por el Clima state once again that in order to carry out this update, a broad and open debate is necessary, both on what reduction targets are necessary and in line with science, and on the incorporation of more ambitious measures. to achieve decarbonization of all sectors.
In view of this PNIEC review process, the organizations of Alianza por el Clima demand a multilevel public debate open to all interested parties with sufficient margin and time, in accordance with scientific criteria, which does not prevent us from addressing new and more ambitious measures to face the climate and ecological emergency, such as those already collected by the Citizen Climate Assembly. The organizations point out that participation cannot be effective if it is carried out from the presentation of a document prepared behind closed doors without the involvement of all the key actors and with little or no reception of important debates, such as climate ambition and the objective reduction of greenhouse gas emissions. For this reason, Alianza por el Clima insists on the need for a real and effective participation of society to collectively negotiate the roadmap of public policies on climate matters, and that allows the inclusion of new proposals and measures.
Among these, the organizations indicate that several urgent changes that have been grouped by sector in this document would be a priority.
