Civil service: Who are these non-enlisted paid agents who cost more than 10 billion a year?

The operation to check the attendance, service performed and elements of remuneration of public officials of the State paid on the SIGASPE, revealed that out of a target workforce of 198,993 employees, the number of paid employees enrolled stands at 193,197 agents, representing an enrollment rate of 97.09%, while that of unenrolled paid agents stands at 5,796, representing 2.91% of the target workforce.

This is what emerges from a communication from the Minister for the Economy, Finance and Prospective during the Council of Ministers of August 17, 2023. It also emerges “that no entity has justified the absence of 3,892 unenrolled paid agents and 02 agents who would have fraudulently enrolled. This brings the number of agents in an irregular situation to 3,894. The salary cost of these agents is 887,701,670 CFA francs per month and 10,652,420,040 CFA francs annually”.

“The combined impact of the salary interruptions required as a precautionary measure for non-enlisted agents in a situation of unjustified absence and the reduction in the monthly salary charge induced by the adjustment made to the pay of the enrolled agents, would generate a gain monthly of 1,306,684,671 CFA francs, i.e. an annual saving on the forecast trend estimated at 15,680,216,052 CFA francs”. When we know that this operation only concerned the only public officials of the State who appear on the SIGASPE, we understand why the Council of Ministers recommended that it cover the agents of the national armed forces and the Agency of primary health care management.

When we observe this number of agents that we can qualify as furtive and the shortfall for the State and the sincere Burkinabè, we realize that there are indeed people who are ready to burn this countries to heat their coffee. Otherwise, there are Burkinabè who are only interested in their own and only interests. As for the development of this country and the interest of the community, that has no interest for these Burkinabè. If it is not terrorism, it looks like it since they deprive the State of financial resources to meet its sovereign obligations.

This is why, as much as we have started the fight against armed terrorist groups, we must start a real manhunt to effectively unmask these false agents and those who profit from them in order to bring them before the courts and punish for the amount committed.

How many schools, health centers, drinking water supply systems, latrines, kilometers of road that these pennies would not have allowed to build or weapons and ammunition to buy to fight armed terrorist groups? It is therefore a very good operation that must be encouraged and carried out regularly in order to clean up the public service which is, contrary to what one thinks, the common field from which no one should benefit from the harvests alone.
