Civil service: The government and trade unions agree on a general increase in salaries

The Head of Government, Aziz Akhannouch, announced, Monday in Rabat, that the Executive and the trade union centers reached, as part of the April round of social dialogue, an agreement for a general increase of 1,000 DH net per month. month of the salaries of public sector civil servants who did not benefit from a salary increase.

In a statement to the press, Mr. Akhannouch specified that this agreement also provides for a monthly reduction in Income Tax (IR) of around 400 Dirhams for civil servants and employees in middle-income categories, as well as a further increase of 10% in the Guaranteed Interprofessional Minimum Wage (SMIG) and the Guaranteed Minimum Agricultural Wage (SMAG).

With this agreement, the number of beneficiaries of the increase in income has reached 4.250 million since the start of social dialogue, including 1.250 million public sector civil servants and 3 million private sector employees, which confirms the democratic and social security of the Kingdom, he added.

In addition, the Head of Government stressed that this round of social dialogue, alongside the measures to increase income, made it possible to agree on the basic principles of the implementation of the reform of pension and social security systems. the organic law on strikes, the examination of which will continue in parliament.

Here are the main points of the agreement signed on Monday in Rabat between the government, trade union centers and professional associations and organizations:

+ Improved income of civil servants and employees in the public and private sectors

– General increase in the income of employees of public administrations, local authorities and public establishments who have not yet benefited from a salary increase, of a net monthly amount of around 1000 Dirhams, paid in two equal installments ( July 1, 2024 and July 1, 2025).

– 10% increase in the SMIG applied in two installments (January 1, 2025 and January 1, 2026).

– 10% increase in agricultural SMAG applied in two tranches (April 1, 2025 and April 1, 2026).

– Reduction in income tax (IR) for all civil servants and employees with a monthly impact of up to 400 dirhams for middle-income categories.

– Increase in the amount of the deduction on the annual amount of the taxpayer’s family tax for each dependent, from 360 to 500 Dirhams.

+ Reform of pension systems

– Establishment of a pension plan in the form of two poles (public and private) whose terms will be agreed using a participatory approach.

– Identification of transition mechanisms to the new system while preserving rights acquired under current regimes until the reform comes into force.

– Strengthening the governance of pension schemes in light of good practices in this area.

+ Organic law relating to the conditions and modalities of the exercise of the right to strike

– Development of the organic law relating to the conditions and modalities of the exercise of the right to strike, through an agreement on its fundamental principles, in particular with regard to the guarantee of the conformity of the draft organic law with the provisions of the Constitution and international legislation relating to the exercise of the right to strike.

– Supervision of the exercise of the right to strike in the public and private sector, guaranteeing the balance between the exercise of this constitutional right and the freedom to work.

– Definition of the different concepts relating to the exercise of the right to strike.

– Determination of the departments which, taking into account their nature and their vital specificities, require the establishment of a minimum service during the strike period.

+Revision of labor legislation

– Progressive revision of certain provisions of the labor code using a participatory approach.

– Review of the legal and institutional framework governing continuing professional training.

– Revision of the legal provisions relating to professional elections to elect employee delegates and members of joint committees.
