For the needs of its cultural affairs department, the City of Villeurbanne is looking for a manager of the programming division, deputy director of culture. Villeurbanne, designated French capital of culture 2022, is the 19th city in France, it leads an ambitious cultural policy for all, fully respecting cultural rights, with a strong bias towards youth. The cultural affairs department manages 3 municipal authorities and works in close collaboration with the network of local cultural actors (TNP, CCO, Frappaz, etc.) and metropolitan areas. It mainly works in the field of Artistic and Cultural Education and the organization of major events (Youth Book Festival, Les Invites, Music Festival, etc.). The management places its action in line with all other public policies of the City.
You will be responsible for strategic management and development within the cultural affairs department. You will lead projects and manage the programming department team.
Strategic management and development:
* Participate with management in the definition of cultural policy and its evaluation
* Recommend development strategies
* Organize cultural monitoring
* Support cultural facilities under management on their cultural policy
* Participate in the development of partnerships and the monitoring of structuring projects
* Participate in the search for financing
* Support the director of cultural affairs or represent him in different bodies and with partners
* Project management :
* Manage the design, development and development of the artistic and cultural project
* Organize and supervise the operational implementation of projects: define objectives, organize means, monitor implementation, evaluate actions
* Participate in the production of qualitative and quantitative reports
* Team management :
* Supervise, unite and lead the programming department team
* Participate in the supervision of service agents and facilitate the organization of transversality internally and with other city services
* Manage the service in the absence of the Director of Cultural Affairs
