The IT of the city of Wil is in the process of being renovated – and at the limit. This is the conclusion of the report and application by the city council recently submitted to Parliament for a new full-time position. The reason for the overload is more and more devices and new software that have to be maintained.

Last December, parliament removed a 100 percent position in IT from the 2023 city budget. Now the city council apparently wants to get the percentage back. He is applying for a full-time position as an application manager. An ICT apprenticeship position is to be created for this purpose.

In order to align wages for the posts, Parliament would have to approve recurring loans. According to the municipal wage class system, a full-time position would cost between CHF 91,200 and CHF 127,200 per year, and an apprenticeship would cost an average of CHF 17,000.

Last year, the city introduced business management software, Abacus. The city council justifies the job application for these and other “business-relevant applications” that cannot be adequately managed with the currently available staff. The apprenticeship position is also intended to train specialists internally.

Five employees and one apprentice are currently working in the IT department of the city of Wil in the field of system technology. So far, the city’s IT department has primarily been an infrastructure operator, writes the city council. The day-to-day work can be “barely managed”. According to the report, the department receives 30 requests for care every day.

The city council’s report also includes a table showing that the city of Wil has fewer job percentages with more devices and companies to be looked after than Rapperswil-Jona and Gossau.

City Council: More staff is inevitable

The IT department of the city of Wil looks after around 3,000 computers, tablets, printers and smartphones. The devices are used in the administration, in the schools and in the 13 companies close to the city, such as the technical companies, the mountain wood operator Wispag or Thurvita.

So that the city’s IT can be operated “professionally and reliably” in the long term, more new staff and specializations of the existing staff are unavoidable. Specific services could also be outsourced «supplementary and partly alternative».

According to the report, the order to revise the city’s IT strategy had been issued. The fact that the revised strategy is not yet available is due to the fact that the head of the department, Oliver Ernst, is “too busy with operational work”.
