– Cities that have a financial balance seek loans
About 10 of the 400 municipalities in Lower Saxony are debt-free, according to the latest financial statistics. The State Statistics Office revealed this information at the end of 2023, indicating that the cities of Burgwedel and Verden on the Aller, the communities of Scheeßel, Moormerland and Dötlingen, the communities of Baddeckenstedt, Kirchdorf and Schwaförden, and the unincorporated areas of Lohheide and Osterheide were all free of debt. A dpa investigation revealed several factors that contributed to this financial situation, but some of these municipalities may not sustain it in the long term.
In Burgwedel and Verden, successful businesses and careful financial management have a significant impact on their favorable tax conditions. Verden also benefits from an annually evaluated and updated plan for a responsible budget, but no city can completely avoid long-term debt.
Both cities are considering investments in areas such as education and fire protection, which require borrowing to finance. The community of Scheeßel in the Rotenburg district also needs to get loans for their planned investments, as revealed by the mayor Ulrike Jungemann. The city has previously used to sell general public services for financial support.
Despite the current debt-free situation, other municipalities such as Scheeßel may need to seek loans for future investments. Various economic sectors, such as education and fire protection, often require financial support through debt.
