The first federal states are pulling the rip cord because the number of corona cases there has been rising continuously for weeks. In addition, many Covid 19 patients have to be treated in the intensive care unit.
Saxony introduces 2G
In view of the increasing number of new infections, Saxony is introducing the 2G rule nationwide. From Monday, only those who have been vaccinated and those who have recovered will have access to the interiors of restaurants and other indoor events. The state cabinet decided on a new corona ordinance, which will apply until November 25th. This also applies to major events such as Christmas markets.
So far, 2G – admission only for vaccinated and convalescent people – has been an option model in Saxony. Children and adolescents as well as people who cannot be vaccinated for medical reasons should therefore continue to be exempt from a more stringent 2G regulation.
In Saxony, the seven-day incidence is currently 385.7 and thus well above the national average of just under 170. Only Thuringia has a slightly higher incidence. In addition, Saxony brings up the rear when it comes to vaccination rates. According to the Robert Koch Institute, 68.5 percent of adults in the Free State are currently vaccinated once and 66.3 percent are fully vaccinated. Nationwide, almost 78 percent of adults received two doses of vaccine.
Bavaria relies on 3G +
In Bavaria, 3G + (3G Plus) will apply in public life from November 6th, when the hospital traffic light defined by the state government shows yellow. This happens when 450 intensive care beds are occupied nationwide. The traffic light shows red when 600 intensive care beds across the country are occupied. As of November 5, there are 528 intensive care beds.
From November 6th, the following applies in Bavaria: Anyone who wants to get their hair done at the hairdresser’s, work out in the gym, watch a movie in the cinema or enjoy dinner with friends must either be vaccinated, recovered or tested using a PCR test. In the club, in the disco or in the brothel even 2G applies. Those who have not been vaccinated and those who have not recovered are no longer allowed to visit these establishments.
Exceptions are local and long-distance public transport, supermarkets, petrol stations, pharmacies, medical practices and larger specialist retailers. In this case, only the FFP2 mask requirement and the specified minimum distances apply. But smaller businesses such as bridal shops, smaller boutiques and libraries may require proof. You can use house rights to determine whether you control access and thus also control customers using the 3G Plus rule.
If the number of intensive care beds is below 450, 3G will apply again. This means that unvaccinated and non-convalescents need at least a cheaper rapid test.
3G + applies in Baden-Württemberg
Baden-Württemberg has been using a 3G Plus scheme since Monday. The country had declared the warning level after more than 250 Covid-19 patients had to be treated in intensive care units on two consecutive days.
3G Plus is now available in the cinema, theater, restaurant or gym. Those who have not recovered and who have not been vaccinated then need a PCR test, which, however, is only valid for a maximum of 48 hours from the date of issue.
3G (vaccinated, recovered and tested with a rapid test) will at least be abolished wherever many people meet. Until the situation in the intensive care units eases. Similar to Bavaria, 2G applies to night clubs, brothels and discos. Unvaccinated and non-convalescents are therefore denied access.
Saxony-Anhalt
The corona infection in Saxony-Anhalt is also picking up. Due to the high incidence of infections, stricter test obligations for the interior have been in place in the Altmarkkreis Salzwedel since Monday. Anyone who has to present a negative test when visiting a restaurant, for example, can partially carry out a self-test on site or bring a current rapid test or PCR result from a test center. A self-test carried out at home is not sufficient.
Many other cities and districts are following the example and are also tightening the measures. As of Friday, Halle and Dessau-Roßlau will lift the previous easing of the tests. The 3G rule for visits to indoor restaurants as well as to leisure and cultural facilities applies there again. This means that only those who have been vaccinated, those who have recovered or who have tested negative are allowed.
In the coming week, a new corona ordinance is to be adopted, in which, for example, a test obligation for interior rooms is stipulated when certain limit values are exceeded.
Thuringia
Thuringia is slipping into a new Corona autumn. In more and more regions, the 2G and 3G plus rules have to be implemented and access to events restricted. The state government has stipulated: If the number of cases increases and many Covid 19 patients have to be treated in the intensive care unit, municipalities in their districts must implement 2G and 3G Plus.
Since the weekend, the highest warning level 3 has been in effect in six districts and the independent city of Gera. These are the Kyffhäuser and Ilm districts as well as the Schmalkalden-Meiningen, Hildburghausen, Gotha and Altenburger Land districts. All other districts and independent cities – since Sunday also the Nordhausen district – have warning level 2.
The offices in several regions, including in the Gotha district, decreed that the 2G or 3G rules now apply to public events in rooms. According to this, the 2G or 3G plus rules from warning level 3 should be implemented not only for events of all kinds but also in the catering and hotel industries.
3G Plus and 2G: Unvaccinated people particularly affected
3G Plus and 2G particularly affect people who are not vaccinated and who are not genesis. You then need a PCR test, which is only valid for a maximum of 48 hours from the date of issue. Checks should be made at the entrance. In addition to proof of vaccination or recovery, consumers must also have an identification document with them.
Because the demand for PCR tests is increasing at the same time, the laboratories currently only transmit the result after 48 hours. In Munich, test centers call for waiting times of up to three days before the result is available.
Consumers have to pay extra for express results. Spontaneous training in the gym or a short-term dinner with friends is then no longer possible.
Does 3G + and 2G also apply to supermarkets?
Smaller retailers such as bridal shops, shoe stores, opticians or antique stores could also use 3G Plus. The dealers can invoke their domiciliary rights.
The rule (3G, 3G Plus, 2G, 1G) does not apply to the entire food retail sector. Everyone has access here as long as they follow the mask and spacing rules. Customers do not need to show vaccination cards.
What is true in schools?
Bavaria and Baden-Württemberg are temporarily reintroducing the mask into the classroom, at least indoors.
“From November 8th, the mask requirement will apply in class and in the so-called meeting places in the school building, but not in the open air, in other words in the school yard,” explains Minister of Education Michael Piazolo. Medical masks are then required for secondary schools, everyday masks are sufficient for primary school students. The number of infections is particularly high in school-age children.
Piazolo also appealed to parents to carry out self-tests on themselves and their children immediately before the first day of school. The mask requirement in class was not lifted until the beginning of October in Bavaria.
