CIDE. 75% cut puts us in “war economy”: director

He explained that in the case of CIDE, he will have a very complicated situation because he already had a limited budget, so he will enter a “war economy”, where he will have to use the few resources to maintain the minimum operation, pay property, water, electricity, basic services and payroll. “We are not going to have resources for anything else,” he said.

“It is not just for CIDE, it is for all centers, it is for Conacyt and the entire federal public administration is strictly applying the 75% reduction in operating expenses for the rest of the year; for you to have a dimension of what this implies, it is the largest cut that there is probably a memory of the public administration in all of history, ”he commented.

López Ayllon pointed out that this is similar or close to a government shutdown because the agencies will not have the resources to operate.

“The dependencies will not have to operate; that is the situation that the entire federal public administration is facing as a result of the presidential memorandum of April 23, ”he said.

He commented that through the Conacyt they have asked him for a detailed report of the critical games and to know what happens if they are left without resources.

He noted that CIDE had already made the decision to take the semester virtually because there is no certainty of how the Covid-19 pandemic will evolve, but commented that there are other activities such as publications, computer services that will be reduced to zero.

“We are in a dialogue through Conacyt with the Ministry of Finance to assess what the scope is, the impact that all these items could leave without resources. We are in that process and we still don’t know what the result will be. ”

In his communication, López Ayllón points out that as a result of the general measures adopted by the Ministry of Finance and Public Credit for the Federal public administration, the public research centers (CPI) are fluid, “we will have a 75% cut in operating spending of CIDE ”.

“It is a very significant cut that will have consequences in the daily life of CIDE during the rest of the year. For this reason, we are building a scenario that guarantees the minimum indispensable operation of CIDE, giving priority to the spending associated with teaching programs, including scholarships. ”

Specifies that in next days will announce the concrete measures which will be adopted from August 2020, “I ask for your understanding, patience and solidarity in order to face this exceptional situation together.”

According to scientists and researchers informally consulted for this note, the cut adds to the initiative to extinguish trusts that the National Regeneration Movement party (MORENA) presented to the Chamber of Deputies, which could ultimately compromise the operation of CIDE and from other CPIs.
