When Rep. Kang Yoo-jeong of the Democratic Party of Korea mentioned negotiations with Canadian coach Jesse Marsh, who was mentioned as a candidate for the Korean national soccer team’s head coach, Chairman Chung raised his voice and responded.
When asked why he could not bring Director Marsh, Chairman Chung spoke clearly and said, “According to domestic law, if you live in the country for more than 180 days, you have to pay 50% of your income, and if it is less than that, you have to pay 22% of your income.” “He said he had to look into it because of tax issues.”
Coach Marsh is the leader whom the National Team Strengthening Committee under former Chairman Jeong Hae-sung saw as the right person to improve the performance of Korean soccer as the successor to former coach Jurgen Klinsmann.
However, the Korea Football Association was unable to successfully negotiate with Coach Marsh. After leaving the Korea Football Association, Coach Marsh received an offer from the Canadian Football Association and was appointed as Canada’s head coach.
The Strengthening Committee, which had come together with great difficulty to select Coach Marsh as the right candidate, went through an arduous process of reviewing candidates again and selected Coach Hong Myung-bo, who led professional soccer K-League 1 Ulsan HD, as the new head coach last July.
Chairman Chung raised his voice to the effect that it was not the Football Association’s fault that the negotiations with Coach Marsh broke down.
Chairman Chung said, “We said we would pay all taxes. For example, if the initial salary offered was $1 million, we said we would pay up to $2 million (the amount that would have to be paid plus taxes), but his biggest obstacle was the residency requirement. “It was,” he explained.
At the same time, he actively refuted the criticism that the Football Association lost Coach Marsh due to its lack of negotiating attitude, strategy, and capabilities.

What Chairman Chung presented as the basis for these remarks was a ‘letter’ from Director Marsh.
Chairman Chung said, “As we completed negotiations with Coach Marsh, we received a letter saying that he would quit the Korean national team due to residency conditions and tax issues. That is not what we insisted on, that is what he said.”
When Assemblyman Kang requested that a copy of this letter be submitted to the assemblyman’s office, Chairman Chung responded, “I will review it and send it to you if there are no problems.”
