At the beginning of the year we reported on Christian Manser’s departure from Abraxas. In March, the city of Winterthur announced that it was looking for a new CIO is. Now the two have found each other: Christian Manser will take over the role of CIO and Head of IT Services for the City of Winterthur on December 1, 2023. The ICT specialist is thus succeeding Markus Freuler, who will take early retirement in 2024.
The City Council has appointed Manser as the new CIO at the request of the Finance Department. According to a statement from the city, a proven manager with sound ICT knowledge and many years of experience in the field of e-government will take over the IT services. A total of 3 months are planned for an orderly handover.
Manser holds an HTL degree in electrical engineering from the St. Gallen School of Engineering and an Executive MBA HSG from the University of St. Gallen. From 1997 to 2006 he worked at Swisscom AG. Christian Manser has been employed by Abraxas for the last 17 years. In 2010 he was appointed to the Executive Board. Most recently, he was responsible for the Infrastructure & Outsourcing area with around 300 employees.
Now he faces a new challenge. The IT services of Winterthur act as a municipal competence center for all IT tasks. They are therefore responsible for the IT infrastructure of all of the city’s offices and businesses. These include classic administrative areas, the municipal blue light organizations, schools and bus companies, water and electricity supply and five retirement centers. A total of around 70 employees will work under Christian Manser in the future.
