On October 24, reporters learned from the Municipal Health Commission that 11 departments including the Municipal Health Commission, the Municipal Development and Reform Commission, and the Civil Affairs Bureau have recently jointly issued “Several Policies and Measures on Further Promoting the Development of Integrated Medical and Nursing Care” (hereinafter referred to as the “Measures”). 》), we will further promote the integrated development of medical and nursing care in our city from aspects such as improving price policies, increasing insurance support, revitalizing land resources, implementing fiscal and tax incentives, and strengthening talent incentives.

The “Measures” clearly stipulate that when public medical and health institutions carry out integrated medical and nursing services, outpatient and inpatient charges that belong to medical functions shall be included in the scope of medical insurance reimbursement according to regulations, and the prices of their medical services shall be determined by the medical insurance department; beds and nursing care that belong to health and nursing functions The charging standards are formulated by the development and reform department in conjunction with the civil affairs department. The income from health care services should be separately accounted for or managed separately, and the charging standards should comprehensively consider factors such as service costs, supply and demand, and the affordability of the public.

Public medical and health institutions provide door-to-door medical services for the elderly and charge them in the form of “medical service price + door-to-door service fee”. The medical services, medicines and medical consumables provided shall be subject to the pharmaceutical pricing policy implemented by this medical and health institution. Door-to-door service fees can be determined independently by public medical and health institutions by comprehensively considering service radius, labor costs, transportation costs, supply and demand and other factors. Services that have been funded through family doctor contracts, long-term care insurance, etc. are not allowed to be charged repeatedly. At the same time, the pilot program of long-term care insurance system will be steadily promoted to meet the basic care security needs of disabled elderly people. Commercial insurance is encouraged to include preventive care, health management, rehabilitation, nursing, etc. for the elderly in the scope of coverage.

Recently, the Municipal Health Commission also issued the “Work Plan for the Creation of Demonstration Projects for Integrated Medical and Nursing Care in Chongqing” (hereinafter referred to as the “Plan”). According to the “Plan”, our city will carry out activities to create demonstration projects for integrated medical and nursing care. The project will be carried out every two years. An evaluation and identification will be carried out, and 5 demonstration areas (counties) and 10 demonstration institutions for integrated medical and elderly care in Chongqing will be identified each time.

The “Plan” clarifies the standards for the establishment of demonstration areas (counties) and demonstration institutions for integrated medical and elderly care in Chongqing. Taking the demonstration area (county) for integrated medical and elderly care in Chongqing as an example, the urban and rural communities for the elderly over 65 years old have standardized health management service rates. It should be greater than the city’s average; the proportion of geriatric medicine departments in second-level and above public general hospitals is 100%; there are at least 4 integrated medical and nursing institutions with more than 30 medical beds and more than 300 nursing beds.
