Chinese Interference in Canadian Elections: CSIS Report Reveals Attempts to Influence Policy-making and Democratic Process

The report comes days after an official investigation found that China tried to interfere in Canada’s last two elections.

CSIS said China used deceptive methods to try to influence policy-making at all levels of government, as well as in academia and the media.

“Such activities aimed at the national interests of the People’s Republic of China have the potential to undermine Canada’s democratic process and its institutions,” the report said.

China and groups affiliated with the Communist Party of the People’s Republic of China “remain an ongoing threat to Canada’s intelligence, technology, democratic institutions and diaspora communities,” CSIS said.

List of “foreign representatives”

Prime Minister Justin Trudeau’s government introduced an anti-foreign embargo bill on Monday. He proposes creating a registry of individuals who lobby on behalf of another country and giving CSIS more freedom to release information.

CSIS Director David Vigneault told Canadian lawmakers last week that China’s efforts to steal technology were “impressive.”

Earlier, during the official investigation, Trudeau said that despite Chinese interference in the last election, it did not affect the results. It should be noted, then, that in 2019 and 2021, Trudeau’s Liberal Party won both elections.

A spokesperson for China’s Ministry of Foreign Affairs said Monday that China “has never had and will never have an interest in interfering in Canada’s internal affairs.” “
