Chinese Communist Party State Council Decline: Li Qiang Removed from Presidium List

Not only was Prime Minister Li Qiang canceled from the press conference, he was also removed from the list of the Presidium of the National People’s Congress of the Communist Party of China. Among the Seven Standing Committee members, Vice Premier Ding Xuexiang and a large number of people from the State Council were not included in the list. And Zhao Leji, Chairman of the National People’s Congress, seems to be having a hard time.

According to the official list of the Presidium of the Second Session of the 14th National People’s Congress announced by the Chinese Communist Party on March 4, among the seven members of the Standing Committee of the Political Bureau of the Communist Party of China, Li Qiang and Ding Xuexiang are the only ones missing, while the other five Standing Committee members are all on the list, including Xi Jinping, Zhao Leji, Wang Huning, Cai Qi, Li Xi.

In last year’s National People’s Congress presidium list, Li Qiang and Ding Xuexiang were among them.

Comparing last year’s list with this year’s, it was found that out of the 192 people on last year’s presidium list, 17 were removed and 6 were added.

Among the 17 people expelled, in addition to the dismissed Li Shangfu, Qin Gang, and Dong Yunhu, there was also Liu Jinguo, deputy secretary of the Central Commission for Discipline Inspection. The remaining 13 people were all senior officials in the State Council system. Including Li Qiang, Ding Xuexiang, three other Vice Prime Ministers Liu Guozhong, He Lifeng, and Zhang Guoqing, three State Councilors Wang Xiaohong, Wu Zhenglong, and Chen Yiqin, the Supreme Court Chief of the Chinese Communist Party Zhang Jun, the Supreme People’s Procuratorate of the Chinese Communist Party Ying Yong, and the CCP Foreign Minister Wang Yi, Director of the National Development and Reform Commission of the Communist Party of China Zheng Shanjie, and Minister of Finance of the Communist Party of China Lan Fo’an.

Although Li Qiang is still nominally the second-ranked member of the Politburo Standing Committee of the Communist Party of China, judging from the above list alone, Li Qiang’s status seems to be lower than that of the other five members of the Standing Committee. This year’s Two Sessions also canceled the Prime Minister’s press conference after the sessions.

Some netizens believe that Li Qiang seems to have been relegated to the sidelines. “Li Qiang promoted the clearing and unblocking of Xi Jinping’s dragon scales. He should have fallen out of favor and been relegated to the sidelines. It’s just that it is not convenient for him to be treated like Qin Gang and Li Shangfu, so he is now a puppet. I just don’t know that Li Qiang betrayed him when he first took office. Was it his own decision to do things under Xi Jinping’s will, or was he being tricked?”

According to Reuters, when Li Qiang took office as Premier of the State Council, he arranged and promoted relevant measures to lift the epidemic lockdown behind Xi Jinping’s back. Xi Jinping has always claimed that he “personally deploys and directs” the dynamic clearance. According to the Wall Street Journal, these actions of Li Qiang also caused him to lose the favor of Xi Jinping.

In addition, Reuters also pointed out that Li Qiang also tried his best to persuade Ma Yun to return to the country because he believed that Ma Yun’s return to the country would help calm the outside world’s concerns about the CCP’s suppression of the private sector.

For a period of time since then, Li Qiang rarely appeared in the Chinese Communist Party’s media, and he also took chartered flights when traveling, rather than taking special planes as per the Chinese Communist Party’s practice.

Zhang Tianliang, a professor at Feitian University and the blogger of “Dawn Hour” on Clean World Channel, also believes that these phenomena show that Li Qiang seems to have offended Xi Jinping.

In addition to Li Qiang, life seems to be difficult for National People’s Congress Chairman Ding Xuexiang.

At the 20th National Congress of the Communist Party of China, former President Hu Jintao was dragged out of the venue in public. This time, Chairman of the National People’s Congress of the Communist Party of China Zhao Leji was “reprimanded” by Xi Jinping in public.

According to Mingpao’s report on Saturday (March 9), Zhao Leji, Zhang Jun, and Ying Yong made separate reports at the National People’s Congress plenary session on Friday.

While Zhang Jun was reading the report, Li Qiang, who had been reading the report carefully, seemed to have discovered something wrong. He turned to Xi Jinping with the report and seemed to report relevant matters. Zhao Leji is accused of being an important member of the Jiang faction of the CCP headed by Jiang Zemin and Zeng Qinghong. Since last year, many of Zhao Leji’s direct subordinates when he was secretary of the Central Commission for Discipline Inspection and many of his former subordinates when he was serving in Qinghai have been investigated, triggering outside speculation.

Feng Chongyi, associate professor at the University of Technology, Sydney, told The Epoch Times that the State Council of the Communist Party of China has now become Xi’s office, and Xi has formed a true personal dictatorship.

Li Hengqing, a Chinese-American scholar, believes that the top leadership of the CCP is indeed in chaos, just like the last chaos of dynasty changes in history. He believes that Xi is most afraid of the disloyalty of senior officials below him and the loss of power and position. “This is what kings who have subjugated their country are like this.”
