The United States and its allies suggest that the Russian dictator may say something similar during an address to the Federation Council (upper house of parliament) of the Russian Federation on Tuesday Vladimir Putin.
It is possible that after that, Russia will propose a draft UN resolution on the anniversary of the start of a full-scale invasion in order to compete with a resolution supported by supporters of Ukraine, demanding that the Russian Federation withdraw its troops and cease hostilities.
