The CCP is most afraid that these people will organize and become a force that threatens the CCP’s rule. The return of retirees to settle in their hometowns is also out of the need to maintain the stability of the regime.

He said: “China’s economy is in recession, the unemployment rate remains high, and the pensions of retirees are not guaranteed. This will trigger protests from retirees, just like the outbreak of some retirees protesting cuts in retirement benefits in Wuhan and Dalian in February this year. Once it breaks out on a large scale, the CCP regime will be under a huge threat. If even those within the system oppose the government, then the CCP’s rule will not be able to continue.”

Lai Jianping, a master of international law from China University of Political Science and Law, pointed out that this is a new version of the political movement of going to the countryside. He said: “These people spend a lot of medical resources and public financial expenditures in the city, and the burden is relatively heavy.
