That’s easy to say, of course, come up with an alternative?

To put it rather bluntly: just stop with the restrictions. Recent it became clear that China is the global leader in 37 of 44 critical technologies. America tries to stop this progress under all kinds of guises, but China has become great because the ‘West’ has sent so much money in that direction because of the cheap labor that China itself offers, now China is reaping the benefits. I will conveniently ignore how they reap the benefits of this, that is a can of worms that does not seem appropriate to this forum.

I therefore cannot really see the point of America other than as grandstanding, where it apparently accepts loss for itself. So the alternative I can think of: simply lift the restrictions on all sides. If they were actually effective, they would already have been extensively reported.
