Zhang Xueqiao believes that the formal launch of the legislative process for the Procuratorial Public Interest Litigation Law has brought the best historic opportunity for theoretical research on the public interest litigation and procuratorial profession. Experts and scholars have also pointed out that the Procuratorate Public Interest Litigation Law is by far the most difficult law (legislation) because it must properly handle the relationship between procuratorial power, administrative power and judicial power in litigation. “This system of ours must be integrated into one of the most extensive changes in China and promote the modernization of the national governance system and governance capabilities.
