China has seen the usefulness of organizations like the UN and tries to occupy its leadership positions to take advantage of the lack of leadership of the United States. Beijing will not create a parallel WHO or Security Council: it will fight to lead the existing ones to force a change of course in global governance.
China aspires to lead the major international organizations with one goal: to dominate global governance. Like the United States after World War II, the Asian giant seeks to make decisions, or at least influence them, to form alliances and condition the behavior of large blocks of States. In his day, Washington promoted the creation of a constellation of international institutions that assured him a place in his leadership and, at the same time, were essential to set rules throughout the world, such as the United Nations, the International Monetary Fund, the World Bank or the G7.
Now China is creating its own constellation of institutions, such as the Asian Infrastructure Investment Bank, the RCEP free trade agreement or the Shanghai Cooperation Organization. These bodies exclude the United States and are dominated by Beijing. But that does not mean that the Asian giant refuses to participate in the organizations that already exist, because it knows their potential, and is fighting to lead them.
