In cities with a population of more than three million people, it is forbidden to build buildings above 500 m, the construction of buildings above 250 m will also be under the control of the authorities.
In addition, the construction of skyscrapers in historic quarters, near cultural heritage sites and in areas with heavy traffic is prohibited.
