The measure taken by China concerns exports of two rare metals of which China is the main producer and which are essential for the production of semiconductors. From August 1, the exports from Gaul and Germany will require a licence prior to being authorized, according to a directive published by the Department of Commerce and the chinese customs. Moreover, the final recipients of these exports as well as the purpose of their use must be specified, adding an extra layer of control. The justification put forward by the Chinese government is the preservation of national security and interests. Gallium, which is found in integrated circuits, LEDs and photovoltaic panels in particular, is considered a critical raw material by the European Union.
According to a 2020 European Commission report, the Chine accounts for 80% of global gallium production. As to germanium, essential for fiber optics and infrared, 80% of its production also comes from China, according to the same report. These Chinese restriction measures come in a context where the United States has placed several Chinese companies on its blacklist in recent years, to exclude them from US tech supply chainsespecially the most advanced chips.
China, which aspires to become self-sufficient in semiconductor design, believes that these US measures are aimed at maintaining its supremacy in this field and has repeatedly called for the lifting of US sanctions.
