Agricultural and rural departments at all levels must fully understand the importance and urgency of preventing cold wave weather at present, and must adopt a sense of responsibility of “always worrying” to resolutely avoid problems such as carelessness and slack work that may occur during the holidays, strengthen organizational leadership, and strengthen responsibility , implement policies by zoning and classification, and provide precise and detailed guidance to ensure a good start for spring plowing production.
Strengthen monitoring and early warning. Pay close attention to weather changes, strengthen communication and consultation with emergency management, meteorological and other departments, analyze and judge the impact of rain and snow weather on agricultural production, and propose specific preventive measures. In the southern region, anti-fouling and anti-freezing measures for rapeseed, open-field vegetables and fruit trees should be implemented, soil cultivation should be strengthened, potassium dihydrogen phosphate should be sprayed on the leaves, ditches should be cleared to remove moisture, and waterlogging should be drained and dehumidified in a timely manner. Strengthen the dispatch and transportation of production materials such as seeds, fertilizers, forages, vaccines, and disinfectants.
Improve the connection between production and sales. Strengthen dynamic monitoring of production and market operations, determine market gaps, and prepare emergency plans in advance; timely release supply and demand information, reasonably guide the market schedule of vegetables and livestock and aquatic products, and promote balanced supply. We will give full play to the role of the logistics guarantee mechanism, promote the implementation of the “green channel” policy for the transportation of fresh agricultural products, promote the “point-to-point” connection between production areas and sales areas, and prevent unsalable production areas and tight supply in sales areas. We must do a good job in quality and safety supervision and strictly prevent sick and dead livestock and poultry from entering the market.
