Joint Statement between the People’s Republic of China and the Republic of Angola on the Establishment of a Comprehensive Strategic Cooperative Partnership

At the invitation of President Xi Jinping of the People’s Republic of China, Joao Manuel Goncalves Lourenco, President of the Republic of Angola, paid a state visit to the People’s Republic of China from March 14 to 17, 2024.

During the visit, the two heads of state held talks in a cordial and friendly atmosphere and exchanged in-depth views on China-Africa relations, China-Africa relations, and international and regional issues of common interest. Li Qiang, Premier of the State Council of the People’s Republic of China, and Zhao Leji, Chairman of the Standing Committee of the National People’s Congress, met with President Lourenco respectively.

The two heads of state believed that since the establishment of diplomatic relations between China and Angola in 1983, the friendship between the two countries has withstood the test of time, grown stronger over time, and benefited the two peoples. The two heads of state expressed satisfaction with this and reiterated their willingness to strengthen China-Angola friendship and promote more extensive and diversified cooperation.

In order to further consolidate political mutual trust and deepen and expand practical cooperation in various fields, the two heads of state decided to upgrade their relationship to a comprehensive strategic cooperative partnership.

About working together to build a community with a shared future for mankind

1. Both sides agree that major changes in the world are accelerating. Both sides are willing to work together to build a community with a shared future for mankind and jointly build a world of lasting peace, universal security, common prosperity, openness, inclusiveness, cleanness and beauty.

Angola reaffirms its firm commitment to the one-China principle, recognizes that the government of the People’s Republic of China is the only legal government representing all of China, and that Taiwan is an inalienable part of China’s territory. Both sides reaffirmed their support for the authority of the United Nations and agreed on the need to reform the United Nations and its subsidiary bodies, especially the Security Council, to make them more adaptable to the current situation, expand the participation of developing countries, and expand Africa’s representation and voice in the Security Council. Angola reiterated the importance of the “Ezulwini Consensus” and appreciated that China was the first country in the G20 to support the African Union’s accession to the G20.

12. Both sides spoke highly of the important role of the Forum on China-Africa Cooperation in promoting China-Africa comprehensive strategic cooperative partnership, and agreed to strengthen consultation and coordination on the affairs of the Forum on China-Africa Cooperation and jointly implement the “Nine Projects” of China-Africa Cooperation and the Dakar Pragmatic cooperation in various fields within the framework of the Seoul Action Plan (2022-2024).

Deepen high-quality cooperation in building the “Belt and Road”

1. The two sides will deepen high-quality joint construction of the “Belt and Road” on the basis of the “Memorandum of Understanding between the Government of the People’s Republic of China and the Government of the Republic of Angola on Jointly Promoting the Construction of the Silk Road Economic Belt and the 21st Century Maritime Silk Road” signed in 2018.
