Alejandro Condis, reporter for Univision 41 interviewed Luis Vaccaan Ecuadorian who works as dean of NY Waterways and who came to the rescue near Pier 84. He says that the scene was one of panic, hearing a woman screaming for help to pull out a child who had been trapped in the bottom of the boat.
