This is not the first time Kadyrov has demonstrated that the laws of the Russian Federation do not apply to Chechnya, the Agency recalls. For example, he allowed protesters to be shot “in the forehead”; stated that he was proud of his son who beat a prisoner in a pre-trial detention center; and claimedthat his fighters blew up a Russian repeater tower in the Belgorod region in order to “deprive the enemy of communications.”

Kadyrov is 45 years old and has ruled Chechnya since 2007.
Kadyrov is a supporter of the policies of Russian President Vladimir Putin, in particular the aggressive war unleashed by Russia against Ukraine. The head of Chechnya has repeatedly made statements in support of the Russian invasion and announced the “capture” of certain Ukrainian settlements by the occupiers.
Dozens of Kadyrov’s relatives hold high government positions in Chechnya. In 2018 “BBC Russian Service” calculated that of the 158 high officials in Chechnya, 30% were relatives of the head of Chechnya, another 23% were his fellow villagers, and another 12% were his friends and their relatives.
In 2020, the US State Department blacklisted Kadyrov and imposed sanctions on him and his family for human rights violations, torture and extrajudicial killings over the past 10 years. In 2022, the US imposed new sanctions against Kadyrov for his role in Russia’s invasion of Ukraine. It is also sanctioned by Australia, Canada, the EU, Japan, Switzerland and the UK.
