Martial law should be imposed in Russia after Ukraine attacked Moscow with drones, Chechen leader Ramzan Kadyrov said.
According to him, the Kyiv authorities “make decisions that leave more and more doubts that they are using terrorist methods.”
“It is necessary to declare martial law in Russia, to use all combat resources intended for this purpose, to destroy this entire terrorist cell at once, without resorting to the expression “Ukrainian military”.
There are no soldiers and politicians in Ukraine – there are only terrorists,” Kadyrov said.
He urged “not to fight and not to celebrate”, but to hit them in the ground, “so that the others don’t learn to even think badly about Russia”. “Responses to such attempted attacks should not be harsh – they should be brutal,” Kadyrov stressed.
He also announced a quick response to Moscow’s attack in the war zone, promising to show “what revenge is in the full sense of the word”, and called on European countries to think about “who they are sponsoring”.
“This will come back when Russia knocks on the doors of, for example, Germany or Poland. And there will be nothing to answer with – all weapons have been used against Ukraine,” Kadyrov added.
Martial law is introduced only when there is an external threat or aggression against the country. It has never been announced in modern Russia.
According to the law, aggression is defined as the invasion or attack of foreign troops, the entry of armed groups, the blockade of ports or coasts, and allowing another country to use its territory for attack.
Martial law is introduced by presidential decree, with the Federation Council having to approve the document within 48 hours.
The regime can be imposed on the territory of the entire country or in certain regions. It is currently in force in four annexed territories of Ukraine: Donetsk, Luhansk, Zaporozhye and Kherson regions.
On May 30, a drone attack struck several residential buildings in Moscow. Vladimir Putin’s residence in Novo Ogarevo and the elite mansions of his entourage in Rublevka were targeted. The Ministry of Defense called the attack a “terrorist attack”. The Investigative Committee opened a criminal case for the attack.
Putin himself described the strike on Moscow as an “intimidation tactic” as it was aimed at “peaceful objectives”.
The president saw in this “signs of terrorist activity” and said that in this way Ukraine was allegedly trying to “provoke a response from Russia”. “They are provoking us to mirror actions. We will see what to do about this,” warned Putin.
