Chartres Municipal Youth Council: Engaging Young Voters and Combating Abstention

“When we hold a polling station and we only see 10% of our voters, we say to ourselves that there is something we can do with the youngest so that they understand the benefit of voting,” justified Emma Ferrand, a year ago, at the creation of the municipal youth council (CMJ) of Chartres.

When launching the recruitment of future members of the new assembly, the municipal councilor, in charge of this body, repeats the same argument, except for one or two words.

Carrying out the voices of young people

By involving Chartres teenagers in the life of their city, by immersing them behind the scenes of public action and at the heart of the workings of democracy, the elected official hopes for a form of awareness, among young people, of future voters. , and act against abstention in the coming years.

Before that, it is a question of introducing them, giving them a taste and above all a voice, since these elected officials will represent the youth of Chartres. “Of the 36 members from last year, 31 are leaving again,” rejoices the municipal councilor, in charge of the CMJ, impressed by the commitment and diligence of the first members.

It is again among the 4th and 3rd grade students, regardless of age, but necessarily living in Chartres, that she and Barbara Munduteguy, facilitator of the CMJ, are looking for future elected officials to complete this assembly.

As they did last year, they took up their pilgrim’s staff again and began to promote this device in the city’s schools.

“We have around ten applications. We have set a target number of around forty young people. We are not closed. If we have good intentions, we are not going to apply drastic selection criteria”

Registration before October 23

Young Chartrains, 4th and 3rd year students, can submit their application on the city website, via the page dedicated to the CMJbefore October 23.
Beyond the brief information they are asked about their marital status, young people must explain their motivation in a few short lines.

Elected for two years, future members will meet once a month. And will be called to sit in plenary session or in one of the three commissions, according to their choice, “solidarity and development”; “urban projects”; “duty of memory and citizenship”.

A successful first edition

The first vintage made a strong impression on the pair who orchestrated this new body, both in terms of the work that resulted and the involvement and diligence of its first members. “The three commissions have completed their project, so we will start again on new projects,” warns Emma Ferrand.

Some examples of projects

The young people of the “duty of memory and citizenship” commission notably “made a film with the City’s communications department. Thanks to a flash code, which will be placed next to each monument, we will see what the young people of the CMJ have to say about the monuments of Chartres”, explains the elected official.

The “solidarity and development” group went to meet municipal services from the angle of unloved or poorly known professions, to film the daily life of those who occupy them: municipal police officer, school nurse, canteen worker… “They made videos broadcast on social networks and the City website.”

The “urban projects” commission was interested in the Chartres city park. “They took stock of the situation, on what we can improve, repair… They were caught up with reality, they quantified very costly repairs.
