Changes to masking requirements and other COVID guidance

Dear WUSD Community:

Please see the following information regarding the latest COVID-related guidance and requirements for our staff, students and families. Please note for the purposes of the guidance “workers” means paid staff, parent volunteers and coaches.

Masking Guidance Lifted:

Last night, March 10,  the Windsor Unified School District Board of Trustees decided to follow the CDPH recommendation of making the use of masks “Highly Recommended” rather than “Mandatory” as of midnight on March 11 (so truly taking effect on March 14, the first day of school following the change).

What this means:

  • As of Monday March 14 students and workers, regardless of vaccination status, will be allowed to choose to wear masks while indoors or outdoors in TK-12 settings. (Please see the next section for clarification)

  • Please be respectful and supportive to both workers and students who wish to remain masked.

Masks for Unvaccinated Individuals:

Executive Order N-5-22 suspends section 3205(c)(6)(A) of the Emergency Temporary Standards (ETS), which previously required that unvaccinated workers wear face coverings in all indoor workplaces and all vehicles. This requirement will no longer be enforced. However, other face covering requirements within the ETS remain in place, including provisions requiring face coverings in outbreaks and in employer-provided transportation. Also still in place is section 3205(c)(6)(B), which requires that employers provide face coverings and ensure they are worn when required by orders from the CDPH. In addition, employees can request face coverings from the employer at no cost to the employee and can wear them at work, regardless of vaccination status, without fear of retaliation, as specified in section 3205(c)(5)(J).

What this means:

  • Unvaccinated staff do not have to wear masks.

  • Employers will still provide masks to those that want them

  • Outbreaks may lead to masking requirements

Testing:

County Health order C19-33 will be rescinded, likely on April 1. This order enforced twice a week testing of those who were unvaccinated or those who were vaccinated but not boosted. Once this order is officially rescinded, this will no longer be the case.

What this means:

  • Vaccinated individuals (2 shots of Pfizer or Moderna or one of J&J) do not have to test.

  • Unvaccinated will have to test once a weeknot twice a week, once the order is officially rescinded

  • This guidance is in alignment with CDPH.

Test Kit Distribution:

SCOE has just sent our district over 5000 home test kits for students and staff.  These kits will be distributed at the end of next week by the sites. Each student and staff will receive a test kit with 2 tests. This test is for you in case you experience any COVID-like symptoms during, or on return from, spring break. If you are experiencing symptoms, please use this test prior to returning to school. If positive, notify your site and isolate.  Your site will assist you with the duration of any isolation.

Guidance on wearing masks lifted:

Last night, March 10, the Windsor Unified School District Board decided to follow CDPH’s recommendation to make mask wearing “Very Highly Recommended” instead of “Mandatory” beginning at midnight on March 11 (by which will actually come in effective on March 14, the first day of school after the change).

What does this mean:

  • Beginning Monday, March 14, students and workers, regardless of vaccination status, will be able to choose to wear masks indoors or outdoors in the TK-12 environment. (See the next section for clarification)

  • Please be respectful and supportive of both workers and students who want or need to remain masked.

More expensive for people who are not vaccinated:

  • Staff who are not vaccinated do not have to wear masks

  • Employers will continue to provide masks to those who want them

  • New outbreaks of the virus may cause us to return to mask requirements

Distribution of test kits:

SCOE just shipped over 5,000 home testing kits for students and staff to our district. These tests will be distributed at the end of next week by the schools. Each student and staff will receive a test kit with 2 tests. This test is for you should you experience COVID-like symptoms during or after spring break. If they have symptoms, use this test before returning to school. If you have a positive test, notify your school and self-isolate. Your school will help you with the length of any isolation.
