The annual general meeting was chaired by Debbie Hewitt, President of the FA, in the presence of representatives from FIFA, the Football Associations of England, Northern Ireland, Scotland and Wales, and the management of the International Football Association Board, where the meeting decided to continue improving the process of communication with fans in stadiums.

FIFA added, “The 2022 Club World Cup, which was held in Morocco last February, constituted the starting point for experiments related exclusively to arbitration decisions taken when using the video assistant referee, which is scheduled to continue over a period of 12 months, to be conducted in various FIFA tournaments, including That is the FIFA U-20 World Cup scheduled to be held in Indonesia between May and June 2023.

Meanwhile, FIFA gave a briefing on “the successful application of semi-automated technology dedicated to identifying offside positions, and on the simplified VAR system, whereby it was agreed to review the VAR protocol, procedures and practical applications with the main players.”

And for stadiums that do not have “the resources necessary to operate the video assistant referee system and the simplified system for the video assistant referee, it was agreed to test an additional system for reviewing video footage, with the aim of making this system available in the game at the global level.”

And FIFA stated that “with regard to the Laws of the Game 2023-2024, which will enter into force on July 1, 2023, it has been agreed that confirmation of published offside cases in accordance with Law 11 will be included. The meeting welcomed the approach adopted during the World Cup that was held in Qatar last year, represented in “calculating stoppage time more accurately, as it was agreed that this approach should be followed in various competitions around the world.”
