Changes in the Riga administration have not started as loudly as perhaps promised during the pre-election period. –

Two months have passed since the so-called coalition of change has started working in the Riga City Council. However, the most visible of the changes now is the zero announcement competition to the vacancy of the Executive Director of Riga Municipality, which has been filled by Iveta Zalpētere, appointed by the Interim Administration.

Mayor Mārtiņš Staķis explained that a personnel selection company was hired to find the best candidate: “Of course, the main parameters are experience in state or municipal work, ie management work and / or experience in capital company management – these are the basic parameters. There are many others coming in: knowledge of the law, knowledge of how work is organized, change management, which is very important. An independent nomination commission has also been established, which will be chaired by several well-known people in Latvian society. In such a way that the selection is as independent and correct as possible. “

In the meantime, a draft Council decision, previously prepared by the interim administration, to liquidate all three executive directorates has now been placed in the drawer. Mayor Staķis said that the reorganization will take place gradually, moreover, the NGOs want to involve more non-governmental organizations in the new administration.

“I have stopped the reorganization and we are working on a new one. We have set up a working group which is currently working on its proposals. And by mid-December, these proposals will be reported to me. Our main setting is that the executive directorates should, first of all, be closer to the people, that it should be more convenient for the people, that Riga as one city should be managed equally. We have also started work on other reorganisations, but I would still refrain from saying so as not to disturb people unnecessarily, ”said Staķis.

Political scientist and co-owner of the public relations agency “Media Bridge” Filips Rajevskis believes that this council coalition is slowing down with changes in the administration due to far-sighted considerations.

There are no “cleansing” yet. We do not see any loud dismissals.

But the coalition must also keep its promises. Those promises were broad enough. Their voters’ expectations are that it will all change “tomorrow at noon”. Therefore, they are very careful with the change of top positions, the change of senior officials, because it is well understood: first of all, it is not easy and its places need to be filled with competent people. We know very well that it always takes a long time, ”Rajevskis commented.

Meanwhile, political scientist Ilga Kreituse assessed that the Riga Change Coalition had found a quick solution to deliver its benefits. “It seems to me that the Riga City Council started not very pleasantly for the people of Riga, to whom we may not have paid such attention. It is a question of salaries: an increase in Members’ salaries for next year. The same is true of the new posts of advisers, of the paid posts of deputy committee chairs.

Therefore, it is an unpleasant feeling that – we will work for the benefit of Rigans and at the same time take care of ourselves. Therefore, I would like to see some real action from the new management of Riga, ”said Kreituse.

The Riga management has not decided on the increase in the salaries of deputies, moreover, it has determined that the money for the deputies of the committee heads will be sought only in the budget of the next year. This is currently also a priority of the Town Hall, because it must be found in the budget 20 million euro savings.
