Chamber approved the controversial health reform • La Nación


The bill, which must face two debates in the Senate next year, modifies the current system in Colombia and transforms the EPS into life managers.

The controversial health reform proposed by the Government of Gustavo Petro was approved in the second debate that took place in the House of Representatives.

In the midst of complaints from several congressmen about the approval of articles en bloc that were voted by ‘pupitrazo’, the initiative was ready in that corporation, after since last November 28 the Executive implemented the strategy that some benches , even if they did not vote positively, they remained within the deliberation room to prevent the opposition from continuing to disrupt the quorum to stop its legislative process.

This brings to an end 42 weeks of debates, a procedure that has been politically costly for the Government, and which faced fierce opposition from parties such as the Conservative, Democratic Center and Cambio Radical.

In the end, the project had few changes compared to what was originally presented by former Minister of Health Carolina Corcho and which throughout the year was the subject of all kinds of controversies for issues such as the transformation of the EPS and the new functions of the Adres.

For example, the Adres will be the entity that will manage the resources and will send the money directly to clinics and hospitals without going through the EPS. These, in turn, would become Health and Life Managers, and would work in an administrative role for which they would be paid between 5 and 8 percent for their management.
