The anonymity of the network is a major challenge. However, the Minister of Justice does not think much of a real name requirement, because that would limit the culture of discussion too much. “We also want a lively democracy in which opinions can be expressed, even anonymously, but we need to be able to get to the perpetrators more easily.” Regulating the Internet is therefore an important legal task. “Human rights have something to do with how we treat each other. If there is hate speech online, they will be trampled on,” says Poseck. But the focus should not only be on the perpetrators themselves, but on every individual, emphasizes von Hodenberg. “If you see something that strikes you as odd, please report it. It is our civic duty to show moral courage.”
