Challenges Faced by Micro, Small, and Medium-Sized Enterprises (Mipymes) in Accessing Credit

Micro, small and medium-sized enterprises (Mipymes) in Paraguay are in need of more agile loans to boost their businesses. Additionally, there is excessive bureaucracy from financial intermediaries, the request for excessive guarantees, short terms, and long procedures.

The lack of credit options for MSMEs in Paraguay is hindering their growth potential. There is currently no credit available for this sector for a term of 20 years. This lack of long-term credit options limits the ability of small businesses to invest in fixed assets and expand their operations. Guillermina Coronel, president of the Mipymes Association, emphasizes the need for funds or credit programs specifically designed to support small businesses in order to foster growth.

The scarcity of bank credit for MSMEs has led to an overreliance on expensive commercial credit. This dependence on short-term loans with high interest rates puts a strain on the cash flow of these businesses. Commercial bank loans supported by special funds for the sector are not accessible due to the number of conditions imposed by the institutions and the high interest rates.

The situation is further complicated by the inconsistency of state programs and their operating manuals, which change with each new government. This lack of continuity weakens the possibility of strengthening the vice ministries of Mipymes and creates uncertainty for small businesses. Micro and small businesses are not able to access credit because they are not generating enough profits to pay the high interest rates, which are three to five times higher than what banks charge in other countries.

One of the main concerns for Mipymes is the fear of losing ownership and control of their businesses. Banks often require guarantees to mitigate the risk of lending to small businesses, which leads entrepreneurs to feel like they are “pawning” their businesses. This fear further hinders their ability to access credit and grow their businesses.

In order to support the growth and development of Mipymes in Paraguay, there is a need for more accessible and flexible credit options. This includes longer-term loans, reduced bureaucracy, and lower interest rates.
