Eighty-four “large families” out of a hundred consider access to a mortgage loan to be a real nightmare. But even before that, they complain of significant difficulties in finding sufficiently comfortable accommodation, even if rented. This is what emerges from a survey promoted by the political observatory of the ANFN, the association which brings together and gives voice to large families in Italy since 2004. Article 31 of the Constitution, comments Alfredo Caltabiano, national president of the ANFN, asks the State to pay “particular attention” to large families. But extra-large families in Italy, as our research shows, do not feel sufficiently helped and, in many cases, even feel discriminated against.”
The qualitative study covered 1,360 families, for a total of 5,848 people. It offers important perspectives for the future ad hoc bill on large families – linked to Nadef – whose examination will begin shortly. Parents of large families recount the particular dynamics of a family with at least three children, where needs inevitably multiply, often underestimated or completely ignored by politics and the business world. A sort of “child gap” which “certainly discourages young couples from bringing new children into the world”. “Many fathers and mothers interviewed,” observe Emanuela Quarantotto Gasparo and Carmine Gnazzo, editors of the report, “complain about the difficulties of accessing the job market and the absence of work/family balance policies. For the same reason, they complain of difficulties in their professional career, so that the already well-known phenomenon of the “gender gap” (for the same job, women earn on average 30% less than men), ‘adds an additional penalty for mothers and fathers of young children who, after deducting the single allowance and deductions for children over 21, earn less than those who do not have children . They can’t save money on insurance (and indeed, “the higher costs of driving cars for free keep growing”). They also do not feel sufficiently represented in politics, although they “represent” a large number of members who, in fact, have no voice until they come of age: “hence our battle of 20 years for “One child, one voice””, comments Paolo Moroni, director of the Anfn political observatory.
What are the demands of large families? Firstly, the demand for tax reduction, according to the principle that the contribution of citizens must not only be vertical, but also horizontal. Indeed, recalls Paolo Moroni, article 53 of the Constitution is clear: “Everyone is required to contribute to public expenditure according to their contributory capacity”. However, the contributory capacity of large families is seriously compromised.” “In this sense, we consider it useful to adopt the family quotient, on the French model,” observes Mr. Caltabiano, “or, better still, the family factor proposed by the Forum of Family Associations, which recognizes a non-taxation zone for the costs associated with the education of each child. But the large families interviewed also asked for reductions or free school books for children over one year old. Reductions on cultural and holiday offers, on cars with 7 seats and more, which are on the market at “unaffordable” prices: “this is why we are asking for the relaunch of the ‘family card’, which expires in 2021, and which is so successful in France, Spain and Poland.”
And then the request for facilities for access to pensions: the “battle” of the Anfn is the request for fictitious years of contributions for mothers of numerous offspring. And access, for those who do not drive professionally, to the D/D1 license, which is necessary for fathers and mothers who must transport eight or more members. At the same time, families dream of a great cultural effort to tell not only the difficulties, but also the “beauty” of growing in numbers: in short, notes president Claudia Caltabiano, “we do not want to be described simply as social cases” but, on the contrary, “as models of resilience which have set their sights on the obstacle and which contribute to reducing the effects of the demographic winter”.
