On the afternoon of August 11, the Advisory Council for the implementation of Resolution 98/2023 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City (referred to as the Advisory Council) held its first session.

Speaking at the meeting, Chairman of Ho Chi Minh City People’s Committee Phan Van Mai said that the Advisory Council has members who are representatives of associations, businesses, experts, scientists, managers… inside and outside. countries to contribute more independent advice and voices. These are the values that the leaders of Ho Chi Minh City want the Advisory Council to bring.
Mr. Mai hoped that the Advisory Council and its members in each field and specialty would bring into full play their wisdom, initiative and democracy in discussions. Thereby proposing and recommending for Ho Chi Minh City to implement Resolution 98 in the most effective and beneficial way for the people.
The Chairman of Ho Chi Minh City also believes that the Advisory Council not only contributes to the implementation of Resolution 98 but also contributes to the strategy and development orientation of the city.
Dr. Tran Du Lich, Chairman of the Advisory Council, sees Resolution 98 as a legal tool to create an institutional impetus to help Ho Chi Minh City develop in accordance with the role and position of the city.
The Advisory Council has the role and task of contributing to ideas related to policies and solutions for city development through the legal tools of Resolution 98.
According to Dr. Lich, in the coming time, the Advisory Council will identify advantages and disadvantages in the implementation of Resolution 98, in order to recommend solutions and measures for effective implementation.

Especially, new contents need to continue to be studied and submitted to the Central Government, such as the issuance of international bonds to rapidly develop the urban railway system, an international financial center, and attract strategic investors.
Dr. Tran Du Lich also informed that from August 2023, the Advisory Council will discuss in depth the basic contents of Resolution 98 on specific mechanisms and policies, identify the contents that need consultation and organize the exchange of information. change the content every month. At the end of 2023, the Council will report to the city leadership on the researched contents and necessary recommendations.
