Chairman of KPK Reveals Meeting with President Jokowi Regarding e-KTP Case

Chairman of the Corruption Eradication Commission (KPK) for the 2015-2019 period, Agus Rahardjo revealed that he had been summoned and asked by the President of the Republic of Indonesia Joko Widodo to stop the handling of corruption cases in the procurement of electronic KTPs (e-KTP) who ensnared Setya Novanto or Setnov.

Setnov at that time served as Chairman of the DPR RI and General Chair of the Golkar Party, a political party which in 2016 joined to form a coalition supporting Jokowi. Setnov’s legal status as a suspect was officially announced by the KPK on Friday, November 10 2017.

Before revealing his testimony, Agus apologized and felt that there were things that needed to be explained.

“I can honestly say that during the e-KTP case, I was summoned alone by the president. The president at that time was accompanied by Mr. Pratikno [Menteri Sekretariat Negara]. So, I wonder ‘usually Call [pimpinan KPK] How come these five are alone’. “And he called him not from the journalists’ room but from a small mosque,” said Agus in the program Rosiquoted from YouTube Kompas TVFriday (1/12).

“There, as soon as I entered, the President was angry, wanting, because as soon as I entered he shouted ‘stop’. I was surprised what was being stopped. After I sat down I found out that it was the case of Mr. Setnov, the Chairman of the DPR at that time who was told to stop. “There is an e-KTP case so that it doesn’t continue,” continued Agus.

However, Agus did not carry out the order on the grounds that the Order to Commence Investigation (Sprindik) had been signed by the KPK leadership three weeks before the meeting.

“I spoke (to the President) as is, saying that I had issued Sprindik three weeks ago, at the KPK No ada SP3 [Surat Perintah Penghentian Penyidikan], No “Maybe I should stop it,” explained Agus.

Agus emphasized this as a testimony. He admitted that he had told his colleagues at the Corruption Eradication Committee about the incident.

“I testify, it really happened. I experienced it myself. At first I didn’t tell the other commissioners but after a while I told them,” he said.

Agus felt that this incident had an impact on changing the KPK Law. In the revision of the Corruption Eradication Commission Law, a number of important provisions were changed. Among other things, the Corruption Eradication Commission is now under executive power and can issue SP3.

“Then because my job at the Corruption Eradication Committee was like that, that’s why I continued. But, in the end, a revision of the law was carried out, which essentially had SP3, then it was under the president, maybe at that time the president felt that the chairman of the Corruption Eradication Committee was being ordered by the president. No I want to, is that possible?” said Agus.

Agus’s colleague, who is the Deputy Chair of the Corruption Eradication Committee for the 2015-2019 period, Saut Situmorang, admitted that he had received this story from Agus. However, he admitted that he forgot the details.

“It’s been a long time, hasn’t it? [Agus Rahardjo] after meeting him for a while he told me. Who remembers I’m on the 15th floor [ruang kerja pimpinan KPK] anyway. “But, I forget how long it took after he said that,” said Saut when confirmed by telephone, Friday (1/12).

“Just as I remember, when we wanted to hand over the mandate, Mr. Agus said,” he said.

On Friday, September 13 2019, the three KPK leaders at that time, namely Agus Rahardjo, Saut Situmorang and Laode M Syarif handed over the responsibility or mandate for managing the Anti-Corruption Agency to President Jokowi.

This is related to the revision of the Corruption Eradication Committee Law which actually weakens the performance of eradicating corruption. The KPK leadership and employees expressed their objection to the revision in question. However, their various protests were not heard until finally the second amendment to the KPK Law was passed.

“When I wanted to go downstairs while walking together, yes, I did scolded President,” said Saut, imitating Agus’ conversation.

Meanwhile, Presidential Special Staff Coordinator Ari Dwipayana admitted that he had checked the meeting in question, but it was not on the president’s agenda.

“After checking, the meeting being discussed was not on the President’s agenda,” said Ari in a written statement.

Ari was reluctant to answer whether Jokowi asked for the e-KTP case to be stopped. He asked the public to look at the facts where Setnov was still being prosecuted.

“We’ll see what actually happens. In reality, the legal process against Setya Novanto continues in 2017 and there has been a legal decision which has permanent legal force,” said Ari.

“The President in his official statement on November 17 2017 firmly requested that Setya Novanto follow the legal process at the Corruption Eradication Committee which has named him a suspect in the electronic KTP corruption case. The President is also confident that the legal process will continue to run well,” he said.

Ari also commented on the discussion regarding the revision of the Corruption Eradication Committee Law which was mentioned by Agus. He explained that the initiator of the revision was the DPR, not the Government.

“It needs to be clarified that the 2019 revision of the Corruption Eradication Commission Law was an initiative of the DPR, not an initiative of the Government, and occurred two years after the determination of the suspect Setya Novanto,” stressed Ari.
