CGT Calls for Work to Stop Due to Asbestos Contamination Risks

Faced with risks of asbestos contamination on the fire site of the two “Glass and Steel” buildings, the CGT is calling for the work to be stopped.

The CGT of the Normandy regional steering committee for working conditions (CROCT) declares having noted “significant shortcomings” on the construction site of the two uninhabited buildings “Glass and Steel” in the Saint-Julien district in Rouen, following of a fire that occurred last weekend. She officially contacted the labor inspectorate to ask them to stop the work.

The union warns of the risks of “suspension of asbestos fibers, a risk both for workers on and around the site and for the population”.

“One of our activists observed the work of two excavators moving rubble which should be considered as asbestos under greater misting but which remains largely insufficient. Note that part of the site is still not misted. In view of the risks of resuspension of asbestos fibers, we ask you to take the measures to identify for yourself the situation of serious and imminent danger and to take, in accordance with article L.4731-1 of the labor code, a decision immediate stoppage of work”, indicates the union in its letter.

The municipality ensures that it uses misters

The CGT also demands to have knowledge of the “operating mode of the intervening company, the DEMCY company of the Eiffage group”. “The UD CGT 76 will take legal action if your services report various infractions through official reports,” concludes the email from the secretary general of the UD CGT of Seine-Maritime.

However, the municipality had recalled the use of misters to moisten the rubble and keep the dust on the ground. “This humidification will continue for the necessary time and, at a minimum, until the debris from the fire is encapsulated,” she said several days after the fire.

The fire broke out on Saturday September 30 at the end of the day in a building in the Saint-Julien district and then spread to a second disused building. The two “Glass and Steel” buildings then collapsed. Several days later, a new residual outbreak was identified according to the municipality but it was then brought under control.

The analyzes requested immediately after the fire did not “reveal any significant trace of asbestos”. Results confirmed by the second test campaign.
