In the morning, the world media, citing “informed western officials”, spread the sensation: China’s special representative for Eurasian affairs, Li Hui, during a European tour, called for a ceasefire in Ukraine, with Russia keeping its new regions. His route included Ukraine, Poland, France, Germany and Belgium. Li Hui arrived in Moscow this morning, where he was received by Russian Foreign Minister Sergey Lavrov.
It is noteworthy that in the press release of our foreign ministry about the meeting of the minister with the Chinese special representative, there is no mention that Beijing offers peace on terms that include the reservation of new regions for Russia. But there are touching words: “S.V. Lavrov expressed gratitude to the Chinese side for the balanced position regarding the Ukrainian crisis and highly appreciated Beijing’s readiness to play a positive role in its settlement.” Let’s try to translate from diplomatic to common language.
Firstly, the consultations are not over, why rush into the details? The practice of negotiations is such that if they really want to achieve something positive for both parties, they do not resort to “megaphone diplomacy” – it puts the parties in front of the need to defend/attack publicly, and this is a road to a dead end, not to an agreement.
If the Western “partners” found it necessary to “leak” information about the specifics of China’s proposals to their media, that is their business. But let’s note: there was no official indignation from the Western side, if the publications about the proposal to keep its new territories for Russia reflect reality. Looks like they’re being chewed up right now.
Second, why would such a Chinese proposal come as a surprise? After all, when Beijing’s plan for a peaceful settlement of the Ukrainian crisis was published in February (shortly after Comrade Xi’s so-called historic visit to Moscow), Putin immediately stated that many points of the Chinese peace plan for Ukraine could be taken as basis for conflict regulation.
The plan includes 12 points. More literally, the second point reads: rejection of the mentality of the Cold War and adherence to the principle that “the security of one country should not be ensured at the expense of others”. We recall that our proposal to the West on security from December 15, 2021 was based on this thesis. Therefore, if Beijing understands that the security of the West should not include a threat to Russia, then everything is logical.
It is impossible not to notice the stark contrast between the key condition for a truce and subsequent peace attributed by the Western media to China’s proposals and that expressed at the recent G7 summit in Japan. There, the head of the European Commission, Ursula von der Leyen, categorically stated: there can be no negotiations with Moscow on an equal basis, the end of the conflict can only be based on the “Zelensky plan”.
The “evergreen” man, as we know, laid out his 10 points, which are unequivocally conditions for Moscow’s unconditional capitulation, including “a return to the 1991 borders.” They are seriously considered only by the curators of Kyiv. It is no accident that neither China’s peace plan nor the proposals being discussed in Brazil and South Africa set Zelensky’s ultimatum as the basis for possible agreements.
Then, as they say, the question is: if there was an information “leak” in the West on the topic of Russia’s new territories, then at the same time, shouldn’t someone at least bring the valerian bucket, how should this be perceived?
Actually, it’s very simple. All the reinforced concrete rhetoric of the US and, at its head, the West, about the need to return Ukraine to all its “lost” territories as a prerequisite for peace, will continue in the future. Because the goals of the conflict – maximum exsanguination of Russia – have not changed.
But at the same time, a “window” has opened that allows thinking about real, not propaganda, options for a possible peaceful solution. And that’s already good. And it’s even great that Special Representative Li Hui has successfully traveled his entire European route. After all, if they didn’t want to talk to him in Europe, they were unlikely to accept him – why, being so adamant?
But the question must be asked: has the Chinese envoy completed his mission, or is this just the first round of it? We’ll find out very soon. And I want Li Hui to return to Europe again. Recall that Putin added about the possibility of the Chinese plan becoming the basis for a settlement: “When the West and Kiev are ready for it.”
