CDU Hamburg proposes financing heat pumps and other heating systems via KfW loans

Berlin – In the debate about the heating law, the CDU Hamburg proposed financing heat pumps and other forms of heating via KfW loans. “The state could unconditionally take over the financing for all heat pumps, or for another suitable heating system. The citizens would get the money for the device and for the installation,” said Götz Wiese, economic policy spokesman for the CDU parliamentary group in the Hamburg Parliament, who ” Frankfurter Allgemeine Zeitung” (Wednesday edition).

This is about liquidity and not about subsidies, according to Wiese. This would avoid the wave of objection proceedings that would be expected in the case of subsidies and, in his opinion, could overload the courts. Together with his colleague Michael Semder, an expert in real estate law, the CDU politician has developed a model that he believes would be manageable.

“The state gives the money for this via KfW, and in return a land charge is registered in favor of KfW. This only has to be serviced if there is a change of ownership for the house in question, i.e. if it is sold or inherited.” The land charge can also be voluntarily redeemed early. “Until then, only interest has to be paid, at the state’s refinancing costs,” explained Wiese.

Because the process could largely run digitally, misuse would also be avoidable, the Hamburg lawyer expects. Wiese considers the risk of failure for the state to be low – and the process cheaper than promoting the exchange of heating systems through subsidies.
