Catalonia puts the brakes on the pass from Barcelona and its area to phase 3 on Monday

If approved, Girona and central Catalonia, which are already in their second week in phase 2, would jump to 3 (Tarragona, Terres de l’Ebre and Pirineu-Aran entered this phase yesterday). And Barcelona and its area and Lleida, which is in the same phase, would be left out of the acceleration that was proposed last week so that all of Spain is in phase 3 on the 15th before the alarm state ends on the 21st. In this case, Barcelona would have to enter phase 3 when it would no longer exist (after implanting the “new normal”).




Simón believes that the evolution of the territories in phase 2 is very favorable to enter the final stretch

The Procicat pointed out that the evolution of the epidemiological indicators (the incidence of new cases and the reproductive rate of infections) continue to decline, so it did not justify why it slows down in the capital, unlike when it asked to extend the phase 1, in which he did detail that the density and mobility of Barcelona and the metropolitan area and the risk of increasing infections were feared.

However, sources from Salut did not close the door yesterday to the situation changing during the week, in which the proposal should be discussed with the Ministry of Health, and that Barcelona ends up entering phase 3 Monday. And Lleida is also supposed to. The phase slowdown due to outbreaks two weeks ago has already generated unrest in the economic sector of the capital of Segrià.


The proposal has been approved this afternoon by Procicat and the reports have already been sent to the government.

Who is going to ask to go to phase 3 the next 15 is Madrid. This has been confirmed by the Minister of Health, Enrique Ruiz Escudero, although moments before the Madrid president, Isabel Díaz Ayuso, who has not ceased all this time to demand more speed in the de-escalation, said that she was not very clear whether to request it or not. The director of the Coordination Center for Health Alerts and Emergencies, Fernando Simón, for his part, believes that the evolution of the territories that are still in phase 2 is very favorable to move on to phase 3, including Madrid, Barcelona and its area metropolitan and Castilla y León. But, apart from this good evolution, he indicated that it is also necessary to assess whether the established objectives can be met, especially the early detection of cases.

Something important in the case of the two metropolises that, he indicated, have an added problem, “they are nodes of communication, of diffusion and distribution of people” and, therefore, “of risks that make them very particular.” “You have to be very careful and sure that what you do is done well,” he said.

Phase 3 allows, with respect to phase 2, to eliminate activity time slots, extend meetings at home or outdoors to 20 people, as well as 50% capacity in theaters, auditoriums and cinemas. Allows children’s camps and camps, open discotheques and circulation between provinces (or health areas) in the same community. In fact, in phase 3 the autonomies begin to make the decisions of the de-escalation.
