Despite its beauty and rich history, the city must face challenges in terms of drainage and flood management. 1988
The 1988 rainy season turned out to be one of the most devastating, not only for Cartagena, but also for the rest of the Caribbean coast. In the months of August and September, the intense rains left more than 1,000 families affected in different sectors of the city; however, one area that especially suffered the blows of this acute season was La Boquilla. The township was almost completely flooded, it took several weeks for the water to drain.
1999
In 1999, the Caribbean witnessed the formation of a cyclonic phenomenon that would later become a hurricane. Named Lenny, he began his evolution very close to Cartagena, 120 nautical miles from this capital. The rains associated with the phenomenon caused flooding and landslide emergencies in several areas of the city. Finally, in its transit through the Caribbean, Lenny left 2 dead and 5 people missing. It reached category 3 during its passage through Puerto Rico.
At the time, the National Government and the Mayor’s Office were advancing the construction of social housing in the southeastern area; urbanizations such as Colombiatón and Flor del Campo were mainly intended for those affected by this natural phenomenon.
In total, 586 families lost everything, the District Administration established 4 shelters. The tragedy that occurred, especially on the banks of the Ciénaga de la Virgen, led to the cancellation of the Independence Festival for the first time in 39 years.
