Cartagena Mayor’s Office Launches Working Group to Complete Coastal Protection Project

“We are committed to carrying out this project with maximum efficiency and in coordination with all parties involved. The protection of our coasts is essential for the safety and well-being of our Cartagena and we will work tirelessly to achieve this low goal,” said Daniel Vargas, head of the Cartagena Disaster Risk Management Advisory Office (Oagrd).

For his part, the director of the Administrative Department of District Valuation, Rafael Morales urged key actors, including at the national level, Dimar, University of Cartagena and contractors, to join forces to accelerate the conclusion of the first stage of the ambitious project.

Juan Carlos Monzón, director of works of the Proplaya consortium, highlighted the will of the District, especially that of the Director of Valorization.

“The District visit was great. Mr. Morales understood that of the three objectives of the project, two are being met, which are marginal protection or shore protection, and the drainage system,” said Monzón.

He said that the challenge is in the formation of the new beaches, because when the waves increase the protection system does not sufficiently dissipate the wave: “It arrives with great force and carries away the sand. The District already understood that, the idea now is that they sit down with the designer -University of Cartagena-. The purpose is to modify what needs to be modified.”

Monzón reiterated that as long as the current design is maintained, the steps – landslides – will be present on the beaches. “The idea is to design something that prevents this problem from occurring in the vast majority of the time because it would be very expensive. The idea is to design something that lasts 90% of the time,” he said.

“The rehiring of the project designer must be negotiated with the National Unit for Disaster Risk Management (Ungrd) and reviewed again, in light of what was learned during the execution of the works, on the behavior of the steps in the beach,” added the director of civil works.

Monzón indicated that a roadmap must be defined to find a solution to the different challenges of the project: “Our contract requires us that any adjustment must be endorsed by the designer. Without a contract with the designer you cannot move forward.”
