Carceri, “The prisoners in Italy are over 62,000, such high numbers have not been reached since 2013”

ROMA – The number of people detained in Italian prisons has exceeded 62,000 units. It was from 2013, that is, from the year of Torreggiani ruling with which the European Court of Human Rights had condemned Italy for the generalized inhuman and degrading treatments in Italian prisons, of which there were not such high numbers. “Only in the last year – underlines Patrizio Gonnella, president of Antigone – there are almost 3,000 more prisoners present in prisons, whereas the available places counted by the Ministry of Justice are 51,196, while in mid-October we know that among these 4,445 were not actually available”.

The minimum parameter of 3m2. In 23 of the 73 prisons visited by Antigone in the last year, cells were found that did not respect the minimum parameter of 3m2. A condition recognized by the same Italian Surveillance Courts which systematically condemn Italy. In 2023, out of 9,574 requests for sentence reductions, 8,234 had been decided and of these 4,731 (57.5%) were accepted.

The security bill and overcrowding. Government policies, starting from security billdo nothing but push prison overcrowding. “For this reason we ask in the first instance to block its approval – added Gonnella – then to take immediate measures in order to reduce the number of people detained and guarantee the legality of the penitentiary system, where today there are 15,000 people who do not have a place regulation, and dignified working conditions for operators, on whom the consequences of the current penal-populist policies are being unloaded”.
