Captured for attempted murder in the San José de Ibagué neighborhood

The Prosecutor’s Office of the Life Unit charged José Flaminio Barragán Fernández and Carlos Enrique Montoya Campo with charges before a Guarantee Control Court for trying to assassinate a brother of ‘Leo Maleo’.

The events for which the two men are being investigated, including a Venezuelan citizen, took place on May 14, 2020, when they shot Miguel Estiwar Solarte Leal when he was near the bridge that connects San José with the Yuldaima neighborhood.

The prosecuting body charged them with the charges of attempted aggravated homicide and manufacture, trafficking or possession of firearms, as co-perpetrators, which none accepted.

The attempt

Miguel Estiwar Solarte Lea, 18 years old, moved on his bicycle from the Yuldaima neighborhood to the San José neighborhood, and just as he was passing over the bridge that connects these two sectors, apparently, Carlos Enrique Montoya Campo known as’ Veneco ‘, shot him five times without hurting him.

Immediately José Flaminio Barragán Fernández, alias ‘Gallina’ reacted and shot him in the back.

Solarte Leal, due to the severity of the injuries suffered, was referred to the Federico Lleras Acosta hospital where he was stabilized.

It was learned in the virtual audience that the attack would obey the control of the territory, called in popular slang “invisible borders”, because residents of certain neighborhoods are not allowed to reach others; in this case to San José where the events occurred.

Among his judicial notes it is highlighted that in March 2015 he was captured by the Police on Calle 17 with Carrera Tercera in this capital, when he was carrying an IM 2A grenade hand grenade.

For his part, Carlos Enrique Montoya Campo known as ‘Veneco’, a Venezuelan citizen is detained in the city permanent.

The foreigner was captured by the Metib Police at the beginning of March of this year in the Segunda Sur race with 18th Street in the San José neighborhood. The man, observing the policemen patrolling, ran into the wooded area and threw an item, which turned out to be a .38 caliber revolver with brown handles and two cartridges inside.

The Venezuelan citizen registers two judicial annotations, one from March 9, 2019, when he was captured with narcotics in the Rincón de la Virgen, on the banks of the Combeima River; and the other of October 18, 2020.

After a string of public order events in the San José neighborhood, this medium made a special report in which it was highlighted that those who would be ‘heating up’ the neighborhood would be old residents of the area such as ‘Leo Maleo’, ‘Los Gallinas’, alias ‘Chirri’, alias ‘Cañaveral’ and the ‘Carebola’.

These people, some grouped as ‘Los Gallinas’ or the ‘Carebola’, presumably lead criminal structures and have been released in recent months. Apparently, they decided to return to the neighborhood of commune 12 to regain control of the territories where they operated in the past.

The dispute between these gangs or groups would be for the commercialization of narcotics and the control of the streets in San José, Eduardo Santos and Matallana. This situation would be generating constant confrontations between ‘Leo Maleo’ and ‘Los Gallinas’.

It should be remembered that Leonardo Daniel Solarte Leal, alias ‘Leo Maleo’, in 2013 gained relevance by becoming a ‘myth of insecurity’ for the inhabitants of southern Ibagué, because at that time his actions generated fear.
