Captain America 4: A former enemy of Steve Rogers back in the sequel?

In Falcon and the Winter Soldier, Sam Wilson had to face Batroc, an antagonist who had previously fought against Steve Rogers in Captain America: The Winter Soldier. The latter is not the only former enemy of the previous leader of the Avengers who could cause concern to Sam.
