Capital bill – Klitschko is critical of the document

Kiev Mayor Vitali Klitschko is very critical of the bill №2143-3 “On the city of Kiev – the capital of Ukraine”. According to him, according to the decision of the Constitutional Court of 2003, only the mayor of the city elected by the people of Kiev can be appointed head of the Kyiv City State Administration.

“The key goal of this bill is one thing – to remove Klitschko, who is not subordinate to someone from above,” Klitschko said.

The bill on the capital was adopted by a mono-majority in the first reading back in October 2019. More than 900 amendments were submitted to the document, and the final text for the second reading appeared only in September last year. Since that time, the document lay motionless, and the people’s deputies returned to it only at the beginning of the current parliamentary session.

However, the Servant of the People plans that the profile committee will review the amendments to the document, and in October a new document with all the amendments will be submitted for adoption in the second reading – until the new year.
