Canton of Zurich expects a red zero for 2025

The 2025 budget of the canton of Zurich envisages a small deficit of 37 million francs with expenditure of 19.7 billion francs. In the medium term, the government council wants to save on investments so that debt does not grow too much.

To finance the many investments, the canton had to take on an additional debt of 359 million francs in 2023 for the first time in eight years, the Zurich Finance Directorate announced on Friday.

The government council has now prioritized all investments. Investments of 5.1 billion francs are now planned by 2028. Although this will not prevent new debt, the increase in debt has been reduced by half to 1.5 billion francs compared to the previous plan.

The 2025 budget, which will be presented to the cantonal council, assumes an increase in expenditure from 18.9 to 19.7 billion francs compared to the 2024 budget. Revenue is expected to increase from 18.7 to 19.7 billion francs. The tax rate is only set every two years.
