Canada Lowers Threshold and Removes Educational Qualification Restrictions for Hong Kong Immigration

front page

Canada lowers the threshold and “grabs talents” from Hong Kong! The Canadian government has decided to revise the “Hong Kong Pathway” for Hong Kong people, and remove the educational qualification restrictions for Stream B (work immigration) from August 15, which means that Hong Kong people who apply for permanent residence through the relevant program no longer need to be subject to “5-year internal recognition”. All those who hold an open work visa (OWP) in Canada, as well as work visas such as working holidays, are eligible to apply for permanent residence after working in Canada for one year. An immigration consultant said that he received a large number of inquiries yesterday morning, “There are many people who are interested, and the calls were rejected.” The education consultant also expects to attract more Hong Kong people to immigrate to Canada, but the number is not expected to be very large. “Those who want to go have already gone, and there are reasons for the low number of people to stay.”

Before August 15, 2023
‧Those who apply for permanent residence through Stream B must graduate from university/college within 5 years
‧Graduates from 2013 to 2017 can apply for an open work visa, but cannot apply for permanent residence through Stream B

From August 15, 2023
‧Abolish the education level requirements for Stream B applicants, no need to “graduate from university/college within 5 years”.
‧All those who hold an open work visa (OWP) in Canada can apply for permanent residence through Stream B after working in Canada for one year.
‧Hong Kong people holding working holiday or other working visas can also apply for permanent residence through Stream B after working in Canada for one year.

Canada’s ruling Liberal Party MP Jiang Zhenyu announced on Tuesday local time on behalf of Immigration Minister Sean Fraser that the “Lifeboat Program” for Hong Kong people will cancel the educational qualifications of Stream B, which means Hong Kong people who apply for permanent residence through the lifeboat Stream B , no longer subject to the restriction of “graduating from a post-secondary institution with a recognized course within 5 years”, all those who hold an open work visa (OWP for short) in Canada are eligible to apply for permanent residence (Permanent Resident, PR for short). The changes will come into effect on August 15, and the deadline for applications is August 31, 2026.

Jiang said that the relaxation of the lifeboat scheme is not limited to those who meet the OWP qualifications, and Hong Kong people holding Working Holiday visas or other working visas will also benefit. Those who have accumulated at least 1 year of full-time work experience in the past 3 years, or accumulated 1,560 hours of work, and passed the English proficiency test are eligible to apply for permanent residence status.

Immigration consultant: Other countries may not follow the relaxation

Zhan Shaoling, Director of Immigration Project (Operation) of Huankai Immigration Consulting, said that she had received a large number of inquiries yesterday morning. Taking his company as an example, Canada has always been the first choice for Hong Kong people to immigrate because of its diverse immigration policies and it is also a place where Hong Kong people like to live. However, she predicts that other countries may not follow suit and introduce more relaxed immigration policies for Hong Kong people.

She estimated that Canada’s further relaxation of the “Lifeboat Program” is due to the current situation in Hong Kong and to meet the needs of the Canadian labor market; and there are a large number of people who are interested in immigrating to Canada and have graduated for more than 5 years. They used to apply for investment immigration or other forms of immigration. Difficult but daunting, this time will benefit. She also pointed out that the family members of Hong Kong people who are currently studying in Canada who plan to apply for permanent residence through the “lifeboat” may have worked there for one year, and they are expected to obtain permanent resident status earlier. Take it easy.”

Wu Baocheng, a student counseling consultant of Hokyou Society, said that the relaxation of the “lifeboat scheme” will facilitate Hong Kong families to immigrate to Canada, and it will be easier for the whole family to immigrate to Canada. It is believed that it will increase the desire of Hong Kong children to study and emigrate overseas, and attract a group of people to immigrate to Canada, but It is expected that the number will not be very large. “Those who want to go have already gone, and those who are still low will have their reasons.”

He said that the number of Hong Kong children studying overseas is still at a high level this year, because some parents have not immigrated so far due to factors such as buying properties, saving money, and the epidemic. Save money for two more years and let it pass slowly.” However, I believe that the number of overseas studies this year will not hit a new high.

Canada launched the “Lifeboat Program” on February 8, 2021, which includes Stream A (study immigration) and Stream B (work immigration). Hong Kong residents of Stream A must graduate from Canadian post-secondary education institutions within a specified time and can apply for permanent Right of abode; after this revision, Hong Kong residents of Stream B who have worked in Canada for one year or meet the working hours requirements can apply for permanent residence.
